Update: Twitter is still down in many parts of the world, but users in some areas are reporting that it’s back up for them. The biggest problem areas for the “something went wrong” message appear to be the eastern seaboard of the U.S., Japan, and the U.K. and some parts of northwestern Europe. One user even reports that one of their accounts is working, but the other one is not, which indicates that the problem may not be entirely region-specific.
